目的: 探索构建适用于包头市等级医院突发公共卫生事件的应急管理能力评估体系,为包头市防范突发公共卫生事件的发生提供理论依据和指导。方法: 采用Delphi法进行问卷设计,运用因子分析法构建包头市等级医院综合能力评价指标体系。结果: 包头市医疗服务体系与全国水平相比基本达标;医疗机构分布明显不均,硬件设备有必要进一步完善;实验室检测能力亟需提高;应急人员储备短缺现状需改善。根据调查结果构建3个因子即预备识别因子、基础运作因子、后勤保障因子,对包头市9家医疗机构的应急管理能力进行评价,其弱、中、强分别为2家、4家和3家。结论: 包头市等级医院应急管理能力需要进一步提升,尤其在应急人员、物资储备、实验室检测能力等多方面需投入,结合本地区优势,更好地加强包头市公共卫生体系建设。

Objective: To explore the construction of emergency management ability evaluation system for public health emergencies in Baotou grade hospitals, and to provide theoretical basis and guidance for the preparation of public health emergencies in Baotou. Methods: Delphi method was used to design the questionnaire. Factor analysis method was used to construct the comprehensive ability evaluation index system of Baotou grade hospitals. Results: The medical service system in Baotou was basically up to the national standard. The distribution of medical institutions was obviously unbalanced, and the hardware equipment was needed to be further improved; laboratory testing capacity was needed to be improved; the shortage of emergency personnel reserves was needed to be improved. According to the survey results, three factors, namely preparatory identification factor, basic operation factor and logistics support factor, were constructed to evaluate the emergency management ability of 9 medical institutions in Baotou, while the weak, medium and strong medical institutions were 2, 4 and 3, respectively. Conclusion: Baotou hospital emergency management capability needs to be further improved, especially the investment in the laboratory testing capacity of the reserve of emergency personnel and other aspects, combined with the advantages of the region, to better strengthen the construction of Baotou public health system.
